Mobile network operators must take protective measures due to the significant adoption of smartphones and the increase in phone theft and identity fraud rates. Defne Equipment Identity Register (EIR) is a product used within mobile networks. EIR is a central database comprising basic information on the unique serial numbers (IMEI) of various mobile devices in mobile networks. When a mobile device needs services from the network, its International Mobile Equipment Identity (IMEI) is queried over EIR.
The database basically holds records for three IMEI lists: black, grey, and white.
In query result, If IMEI is:

Blacklisted: Mobile Station denies access to the network.

Greylisted: Mobile Station allows on the network but may be tracked.

Whitelisted: Mobile Station allows access to the network.
